How can we better reach high-risk, hard-to-reach populations with HIV programming? Under traditional methods, only one-third of clients reached get tested. LINKAGES, the largest global project to fight HIV among key populations, developed an enhanced peer mobilizer (EPM) model, which shifts the responsibility for recruiting new clients onto the clients themselves. In June 2015, the project released a smartphone app in Thailand that guides healthcare workers to incentivize clients to refer their friends for testing. We learned that when clients become recruiters, especially with social media as their platform, HIV testing can skyrocket. Now, in Chiang Mai and several other countries, peer mobilizers account for a greater number of newly recruited clients than traditional outreach—evidence of the power of key populations to generate change.
