USAID Programming: Approaches in Unstable or Non Permissive Contexts
The contexts within which USAID works is varied but increasingly includes countries which are considered “unstable” and where circumstances and competing priorities threaten the continuity of programming. This includes countries dealing with political or economic crises, weak provision of public services and conflict. Often as a result, population movement, both internally displaced and refugees, creates additional challenges in the USAID operating environment. Recognizing these challenges and developing innovative mechanisms to address these challenges within the global health framework will be discussed.
